Dr Azad Moopen, founder chairman of Dubai-based DM Healthcare and Malabar Institute of Medical Sciences (MIMS) in Kerala, on Tuesday became the only Gulf-based non-resident Indian (NRI) to be conferred with the Padma series of civilian awards by India this year. Padma awards — Padma Vibhushan, Padma Bhushan and Padma Shri — are the highest civilian awards approved by the President of India on the eve of that country’s Republic Day. Indian President Pratibha Devisingh Patil on Tuesday approved the conferment of Padma Shri, the third highest civilian award, on Dr Moopen and 84 others, including seven NRIs from various countries.
